It's one of the things that's always driven me mad - the incompetent side-kick - and goes along with what I think copperbadge calls it 'the unnecessary lie' in his meta about White Collar. You don't have to resort to one character being dim (and telling the unnecessary lie) to create tension between characters. It can be just as interesting when they're well-matched!
