I think he's a minor Harry Potter character (maybe Dumbledore's brother -- my brain gave up on containing the HP-verse early on). Still, the idea of anyone and Frank the Goat is hilarious!

He is. His penchant for goats has been joked about in one of the earlier novels, too. And OMG SPOILER he has a small but significant role in Deathly Hallows.
